Spain: general strike on Wednesday 11 November 2026 (CCOO and UGT) — transport minimum services to be set
In 21 daysLast Updated:
The union confederations CCOO and UGT have called a general strike across Spain on Wednesday 11 November 2026, the first since 2012, for higher wages, affordable housing and price controls. The call was announced on 7 October after demonstrations in dozens of cities; the tenants' union Sindicato de Inquilinas supports it.
What to expect: public transport is an essential service in Spain, so the Government sets minimum services for the day — for Renfe and the regional rail operators, metros, city and intercity buses, airports and air traffic control — and operators publish which services run. None has been set yet; this page will be updated as the minimum-services orders and the transport unions' own notices are published. Self-employed workers, the police, the armed forces and judges are excluded from general strikes.
Why: the unions demand wages that keep pace with prices (inflation 4.9 per cent) and measures against housing speculation — an eviction moratorium, a ban on home purchases by investment funds and automatic renewal of rental contracts, which Congress rejected in October. The employers' confederation CEOE says the demands are not essentially labour-related and is studying a legal challenge.
This alert was originally created on 19 October 2026.
